A target is used as a goal sign for a dog. For example, you can use a target mat to teach the dog where to put its paws. Here the same thing is fixed in the form of a small soft foam ball that sits on an extendable stick.
You first teach the dog to touch the turquoise ball on the top of the stick. A common way to do this is by using a clicker. When the doggy understands that it should tap the ball, you can move the target stick and thus make the dog move there.
